HISTORY AND OVERVIEW
The Clarksburg Utility District was formed in the mid 1960's as a result of the foresight of people like J. M. "Jim" Therrell, A. D. Jarrett, Dayton Jarrett, Lee Cobb, and Joe Adams. Water quality varies across South Carroll County, and through its deep wells, the District provides safe, high quality water to its approximately 580 customers. [Editor note: Perhaps there were others who also played a part in the formation of the District, but these names surfaced in conversations with the few who can remember the event.]
The District is an independent entity governed by a three member board. It is not a part of Clarksburg's city government. Click HERE for a link to the 2023 Budget, and the current water usage rates are shown at the end of this document. The financial statements are audited annually by an external auditor. The current board is chaired by Randall Roark, and Cody Roberts and Ricky Pritchard are the remaining members. The Board meets on the second Monday evening of each month at 6 p.m. at the Clarksburg City Hall. Vacancies on the board are filled by the recommendation of the current board to the County Mayor who makes the final appointment. The district serves a wide area of South Carroll County.

Effective June 8, 2020, the Carroll County Legislative Body approved a name change for the utility from Clarksburg Utility District TO South Carroll Utility District. The name change was recommended by the Board in an effort to more appropriately reflect the service area of the utility.

Effective January 2023, water usage rates are $23.00 for a minimum 2500 gallon charge plus $7.00 per 1000 gallons over the 2500 gallon minimum.
