Mayor and Aldermen

 

Howell Wayne Todd was elected to a four-year term as Mayor in 2018.  He was reelected without an opponent in 2022.  His family has lived in Clarksburg since 1964.  He graduated from Clarksburg High School in 1960 and attended U-T Martin, Ole Miss, and the University of Illinois at Urbana-Champaign.  Because of the quality of life in Clarksburg, he chose to retire back to the family home in 2001 after a 35 year career in government and higher education.  He began his career as a high school mathematics teacher in Dyersburg and subsequently worked for the Tennessee Board of Regents, as CEO of the statewide university system in South Dakota, and retired from the presidency of Mississippi College.  He enjoys traveling, teaching an adult men's Sunday School class, and caring for his beloved Australian Labradoodle, Annabella.

Barbara McClure was elected to her third four-year term as Alderman in 2022. She has lived in Clarksburg since 1986 and is an elementary school teacher at Clarksburg School.  She is a graduate of Scotts Hill High School, Bethel University, and the University of Tennessee at Martin.  Coming from a small town, she says she appreciates and understands the "small town" values, and her goal is to make it even better.  She is married to Jimmy, and they have four children.

Judy Grant Smith was elected to her second four-year term as Alderman in 2022.  She has lived in Clarksburg since 2003.  Judy attended Huntingdon High School, Jackson State Community College, and Memphis State University.  Since 1976 she has been employed by the State of Tennessee Department of Human Services and is currently a Field Management Director 3.  Judy is married to Cary Don Smith, and they have three daughters and two grandsons.  Her free time includes traveling, gardening and spending time with family.  Judy loves being part of a town where everyone is committed to each other and the community.
